Updates on village amenities, planning, the Village Hall and Parish Council staffing
Papworth Everard Parish Council continues to work on a range of projects and issues affecting the village. This month’s update covers progress on the playing fields, the future of the paddling pool, local planning proposals and improvements to the Village Hall.
Amenities and Playing Fields
Residents will have noticed that the zip line has been closed following a structural failure. Quotes have been obtained, and the original manufacturer has been appointed to carry out the repairs. It is hoped that the zip line will reopen in the near future.
The Playing Fields Committee is also seeking quotes for the installation of footings for removable netball posts on the Multi-Use Games Area (MUGA). If the work can be completed as planned, netball should be available from next season.
Meanwhile, investigations into repairing the paddling pool are continuing. Over the decades, several layers of fibreglass have been applied over the original concrete, and the fibreglass is now beginning to delaminate. Until a suitable contractor can remove sections of the fibreglass and assess the condition of the concrete beneath, it will be difficult to establish the full scope and cost of the repairs.
As part of its consideration of alternative facilities, two councillors visited the splash park in St Neots and met with its management team. The visit provided a useful insight into the practical and financial implications of operating such a facility.
The operating costs are broadly comparable to those of the existing paddling pool, including the need for water quality checks several times a day and a similarly complex plant room. The initial capital investment in the St Neots facility was approximately £800,000, even with favourable arrangements involving local contractors.
The St Neots splash park is financially sustainable in part because it charges admission and can make use of staff already employed by the neighbouring bowling alley. Having considered these factors, the Parish Council has concluded that a splash park is not a viable option for Papworth Everard for the foreseeable future.
The Parish Council has also been interviewing candidates for the position of Groundsman, an important role in maintaining the village’s outdoor spaces and recreational facilities.
Planning: North Cambourne Local Plan Consultation
The Parish Council has submitted a response to the consultation on the proposed Local Plan relating to North Cambourne.
The document sets out a broad vision for future development rather than providing a detailed delivery plan, with firm responsibilities and timescales for individual projects. It refers to concepts such as “mobility hubs” and “strategic enhancement areas”, but the Parish Council has raised concerns about the lack of clarity surrounding how and when key elements would be delivered.
Among the principal concerns are the wide-ranging timescales, with some aspects potentially being delivered from the mid-2030s while others extend into the mid-2070s.
The Parish Council has also highlighted questions around the availability of water, electricity and transport infrastructure. North Cambourne’s future water supply appears to depend on major infrastructure projects, such as pipelines from Birmingham or the proposed Fen Reservoir. The consultation document also did not address the capacity of the electricity grid in sufficient detail.
The Parish Council believes that these fundamental infrastructure requirements need to be properly considered alongside the development proposals to ensure that growth can be supported sustainably.
Village Hall Improvements
The Village Hall Committee has been working hard to address a number of outstanding issues and improve the facilities available to the community.
A major clean-out of the basement storage area has been completed, filling at least three skips. Work is also progressing on improvements to the hall’s facilities and the restoration of its heating system.
In addition, several existing service contracts are being reviewed, including those covering cleaning and security. These reviews form part of the committee’s ongoing efforts to maintain the hall and ensure it continues to meet the needs of village residents.
Parish Clerk Recruitment
For approximately the past two years, the Parish Council has been operating with the support of a locum Parish Clerk and Responsible Financial Officer (RFO), Ben.
The Parish Clerk and RFO plays a central role in the day-to-day running of the council, overseeing administration, financial management and the implementation of council decisions. The role carries significant responsibility and is essential to ensuring that council business progresses effectively.
As Ben is currently only available for one day a week, the limited working hours have affected the pace at which some initiatives can move forward.
Recruitment for a permanent Parish Clerk and RFO has been ongoing, and the Parish Council hopes to make a positive announcement in the coming weeks.
The council remains focused on maintaining village amenities, addressing local concerns and supporting the community through its ongoing work.

Summer Draws to a Close
As summer draws to a close and the children return to school, we hope everyone had a wonderful summer break. Papworth Everard Parish Council has been reflecting on the past couple of months and is pleased to see our village facilities being so well used by residents and the wider community.
The excessively hot and dry weather has, however, taken its toll on parts of the playing field, with deep cracks appearing in some areas. With the long-awaited rain now arriving, plans are underway to repair the affected areas and ensure the playing field is ready for the coming winter months, and ahead of the football season. Thank you to Papworth Blasters for contributing by starting to fill some of the gaps.
Hosepipe Ban Continues Across East Anglia
Despite the welcome recent rain, the hosepipe ban remains in place across much of East Anglia. The exceptionally dry spring and summer have left rivers, reservoirs and underground water supplies lower than normal, and water companies are asking everyone to continue using water wisely.
Anglian Water has warned that the restrictions are likely to remain in place until water resources have recovered sufficiently, with the company saying they could continue well into the autumn and potentially into the winter. Cambridge Water's temporary hosepipe restrictions also remain in force across its supply area. Please continue to follow the restrictions and, where possible, use a watering can, bucket or collected rainwater instead of a hosepipe.
Greater Cambridge Local Plan – Have Your Say
Earlier this month, the Greater Cambridge Local Plan consultation was held at the Village Hall. Members of our Planning Committee attended, and we hope those residents who came along found the event informative and useful.
The Parish Council has since undertaken a detailed review and analysis of the proposals and is now putting the final touches to its formal response. We intend to publish the Parish Council's response by the end of September, so residents can see the issues we have considered and the representations we have made on behalf of Papworth Everard.

August Report
A Quiet Month
August has been a quiet month for the Parish Council with the annual recess and no formal meetings, however activities to support you all have continued around holiday schedules.
Behind the scenes
There are always jobs to be done, some not so visible, but non the less important to enable the Parish Council to deliver services to the community.
We have taken the opportunity for some much-needed de-cluttering in the village hall with the removal and recycling of old equipment and broken furniture etc. We have also embarked on a very overdue IT upgrade to provide a secure, collaborative environment to streamline council business and communication.
Following the play equipment inspections reported last month several repairs and maintenance tasks have been completed.
An electrical safety check, remediation/repairs and certification across all Parish Council facilities have also been completed.
Sports facilities and clubs.
We are pleased to support our village sports clubs through grants and access to facilities, helping them to offer great opportunities for all ages and capabilities.
It’s really great to see the cricket square back in use and the club celebrating 10 years – look out for the flyers for a fun day on the 27th of September and your opportunity play against them in a fun match as part of a village community team.
The hot weather continues to be a blessing and also a challenge for the sports teams and facilities – we have started ground improvement works across the playing fields, but this year’s exceptional dryness combined with 2 years of neglect have taken it’s toll so recovery is likely to take longer than hoped.
The bowling green (or should that be yellow) always looks busy whenever I pass – it must be particularly challenging keeping the ground playable at the moment.
The Papworth Blasters are back and have started training, we wish them all good luck for the new season.
Congratulations to the bowls and tennis clubs who have had multiple wins this season.
Planning
There are no new planning applications in the village this month – the proposed conversion of the old fire station to a Premier store and the conversion of the old nurse’s home to a SEN school are both in planning review still.
On the 2nd of September there is an opportunity to find out more about the GREATER CAMBRIDGE LOCAL PLAN – and particularly the CAMBOURNE NORTH PROPOSAL. This is a significant long-term development that will see 13000 new homes and supporting infrastructure encompassing the East West rail station on the northern side of the A428 opposite the existing Cambourne town. There is a drop-in event hosted by the Greater Cambridge Shared Planning (GCSP) service at the Village Hall in the North Hall on Wednesday 2nd September 4:30 and 7:30.
